A wage determination cannot be ignored

Many federal janitorial solicitations include a Service Contract Labor Standards wage determination or another labor requirement.

NorthBridge reviews the applicable wage, fringe benefits, locality and job classification before relying on a labor estimate or subcontractor price.

Pricing below the required labor cost creates performance risk even if a local cleaner offers a lower commercial rate.

A janitorial quote should follow the Performance Work Statement or Statement of Work task by task.

A requirement may combine daily cleaning, weekly tasks, monthly deep cleaning and annual work. Missing one frequency can turn an apparently profitable quote into a loss.

When the solicitation permits subcontracting, NorthBridge can evaluate qualified local janitorial providers for the defined scope.

The solicitation still controls subcontracting limits, labor requirements, quality standards, insurance and prime-contractor responsibility.

Subcontractor experience may support a proposal only when the solicitation allows that experience to be considered.

When we pause a janitorial quote

NorthBridge may pause or decline a janitorial opportunity when the task schedule is incomplete, labor requirements are unresolved, a mandatory site visit cannot be completed, insurance cannot be met, or the proposed subcontracting structure would not comply with the solicitation.
