Commercial work came first

BLOOMAR LLC has provided products and support services to commercial companies. That work established the operating model used today: read the requirement in full, confirm supplier and service availability, then price.

Government contracting is an expansion of that commercial work. Public-sector buyers are a new market channel for the company, not the beginning of it.

This is not a claim of prior federal contract awards or federal past performance. Each public-sector opportunity is reviewed individually against the solicitation.

Why NorthBridge does not quote everything

A government solicitation can look simple on the summary page and become very different once the full package is reviewed.

NorthBridge may decline or pause an opportunity when eligibility is unclear, supplier documentation is missing, delivery cannot be supported, labor rules make the pricing unworkable or subcontracting restrictions do not fit the proposed performance model.

Eligibility has to fit

Set-aside conditions, size standards and other solicitation requirements have to be satisfied before a requirement can be pursued.

The full package has to be reviewed

Attachments, amendments, specifications and incorporated clauses can change a requirement well beyond its summary page.

The performance model has to be workable

Suppliers, service providers, labor, delivery and subcontracting structure have to support the requirement as written.

The price has to cover real performance costs

Product cost, labor, freight, compliance and other direct costs are included before pricing is submitted.

Every requirement moves through the same sequence before pricing is submitted.

    Read the solicitation, scope, specifications, attachments and amendments.

    Identify the constraints

    Check set-aside conditions, labor rules, delivery terms, subcontracting restrictions and required documentation.

    Confirm the supply or service path

    Verify suppliers, local providers, lead times, capacity and supporting documents.

    Build the operating cost

    Include product cost, labor, freight, travel, supplies, compliance and other known direct costs.

    Commit only when the requirement is supportable

    Do not submit pricing based only on assumptions that have not been checked.

This is an operating approach, not a claim of prior government contract volume.

Working with suppliers and subcontractors

Some requirements are performed through commercial suppliers or qualified service providers when the solicitation allows that structure.

NorthBridge reviews supplier authorization, product documentation, subcontracting limitations, labor conditions and prime-contractor responsibilities before relying on another company as part of the performance model.

Using another company for part of the work does not remove the prime contractor's responsibility for the awarded requirement.

NorthBridge keeps public-facing claims narrower than the full range of opportunities the company may evaluate.
