Service address, site count, travel distance, access restrictions and operating hours.

Frequency

Daily, weekly, monthly, seasonal, on-call or one-time service requirements.

Labor

Estimated staffing, shift timing, supervision and any applicable wage determination.

Scope

Every required task, frequency, quality standard, consumable and reporting obligation.

Subcontracting

Whether subcontractors are permitted, what portion may be subcontracted and which limitations apply.

Insurance and compliance

Insurance limits, background checks, security requirements, safety rules and required documentation.

Pricing

Labor, travel, supplies, equipment, insurance, subcontractor cost and other direct performance costs are reviewed before a price is finalized.

Labor rules can change the economics

Service contracts often include labor requirements that can materially affect pricing. A wage determination, minimum staffing rule, required shift schedule or prevailing wage can change whether a requirement is workable.

NorthBridge reviews the controlling solicitation documents before relying on a subcontractor quote or preparing pricing.

A low subcontractor price does not override the labor or performance requirements written into the solicitation.

Many facility-service solicitations require inspections, quality-control plans, service logs, corrective action and documented performance.

NorthBridge reviews those obligations before accepting the work so reporting and inspection requirements are included in the operating plan.

SUBCONTRACTED SERVICES

Using a local provider does not remove prime responsibility

When subcontracting is permitted, the prime contractor can still remain responsible for contract performance, reporting, invoicing, quality control and compliance with applicable subcontracting limitations.

NorthBridge reviews the solicitation before relying on local service providers and does not assume that all work can be passed through to a subcontractor.

Past performance or key-personnel experience may be usable in some solicitations, but only when the solicitation permits it.

When a facility requirement is not ready to quote

NorthBridge may pause or decline a service opportunity when the scope is incomplete, labor rules are unclear, site access cannot be confirmed, required insurance is unavailable or subcontracting restrictions make the performance model noncompliant.
